  1. Put the potatoes in a large saucepan, cover with cold water and bring to a boil. Reduce to a steady simmer and cook for about 12 minutes, until almost tender.
  2. Add the broccoli to the saucepan and cook for about 4 minutes more, until both the potatoes and broccoli are tender. Drain very well, return everything to the warm pan over low heat for about 1 minute, then remove from the heat and mash coarsely. Leave to cool for about 10 minutes.
  3. Transfer the potato and broccoli mixture to a large bowl. Add the salmon, scallions, egg, Dijon mustard, lemon zest, lemon juice, salt and black pepper. Fold together gently until evenly combined.
  4. Divide the mixture into 8 equal portions. Shape each portion into a round fishcake about 3/4 inch thick, pressing just firmly enough for it to hold together.
  5. Spread the panko breadcrumbs on a shallow plate. Press each fishcake lightly into the crumbs, turning to coat both sides and the edges.
  6. Heat 1 tablespoon (tbsp) olive oil in a large nonstick skillet over medium heat. Add 4 fishcakes and cook for 3 to 4 minutes per side, until deep golden and hot through the center. Transfer to a plate. Add the remaining 1 tablespoon (tbsp) oil and cook the remaining fishcakes in the same way.
  7. Serve the fishcakes hot.
