Heat the oven to 400°F. Line a large rimmed baking sheet with parchment paper.

Put on disposable kitchen gloves if you have them. Slice the jalapeños in half lengthwise, then use a small spoon to remove the seeds and most of the pale ribs. Wash your hands well after handling the peppers and avoid touching your eyes.

In a medium bowl, mix the softened cream cheese, cheddar, green onions, garlic powder, smoked paprika, salt and black pepper until evenly combined.

Spoon the filling into the jalapeño halves, dividing it evenly and keeping the filling level with or just slightly above the cut edges. Arrange the filled peppers on the prepared baking sheet.

Stir the panko breadcrumbs with the melted butter until evenly coated. Sprinkle the mixture over the filled jalapeños and press it on lightly so it adheres.

Bake for 15 to 18 minutes, until the jalapeños are tender but still hold their shape, the filling is hot and the panko topping is golden. Start checking at 15 minutes.
