  1. Heat the oven to 375°F. Lightly grease a 13 by 9-inch baking dish.
  2. Slice about 1/2 inch from the top of each bell pepper and remove the seeds and white membranes. Stand the peppers upright in the baking dish, pour 1/2 US cup water around them, cover the dish tightly with foil and bake for 15 minutes while you prepare the filling.
  3. Heat the olive oil in a large skillet over medium heat. Add the onion and cook for about 4 to 5 minutes, until softened. Add the ground beef and cook for about 6 to 8 minutes, breaking it into small pieces, until browned and cooked through. Drain excess fat if needed.
  4. Stir in the garlic and cook for about 30 seconds. Add the tomato paste and cook for 1 minute, then stir in the drained diced tomatoes, cooked rice, Italian seasoning, salt and black pepper. Cook for 2 to 3 minutes, until the filling is hot and evenly combined. Remove from the heat and stir in 1/2 US cup mozzarella.
  5. Remove the baking dish from the oven. Carefully lift out the peppers and pour away the hot water. Return the peppers to the dish and divide the beef-and-rice filling evenly among them.
  6. Sprinkle the remaining 1/2 US cup mozzarella over the filled peppers.
  7. Bake uncovered for 20 to 25 minutes, until the peppers are tender, the cheese is melted and the center of the filling reaches 165°F. If the cheese browns before the peppers are tender, cover the dish loosely with foil for the remaining time.
  8. Let the stuffed peppers rest for 5 minutes before serving.
