Line a rimmed baking sheet with parchment paper. Arrange the 12 mozzarella pieces in a single layer and freeze for 30 minutes.

In a shallow bowl, mix the crushed pork rinds, Parmesan, Italian seasoning, garlic powder and black pepper until evenly combined.

In a second shallow bowl, beat the eggs with the water. Put a third shallow bowl beside the coating bowl to catch loose crumbs and make double-coating easier.

Working with one frozen mozzarella piece at a time, dip it in the egg, press it firmly into the coating, dip it in egg again and coat it a second time. Press extra coating over the cut ends so no cheese is exposed.

Return the coated sticks to the lined baking sheet and freeze for another 30 minutes, or until very firm.

Pour the oil into a small heavy saucepan to a depth of about 1 inch, adding a little more if needed, and heat it over medium to medium-high heat to 350°F.

Fry 3 to 4 mozzarella sticks at a time, turning as needed, for about 1 to 1 1/2 minutes total, until the coating is deep golden and the cheese is just beginning to soften. Remove immediately if you see cheese starting to leak, and let the oil return to 350°F before the next batch.

Transfer the fried sticks to a wire rack and let them stand for 2 minutes before serving.
